I have seen scarves like this most often worn by men with formal wear (not sure if it’s black tie or white tie that uses these scarves) but also could be worn as a neck scarf by a woman or even a belt. It is polyester but a matte soft finish. I’m not sure what this kind of cloth is called but I know years ago it was made with a very fine wall. So while it has a drape it is not like silk but more like a soft very fine wool. to be clear this is made from 100% polyester. But not all polyester is the same so I am attempting to describe the feel of it. There is fringe at the end and this is in an excellent condition.
