This is 1989 Limited Edition Buckle #63 of 500, a heavier, gray/silver tone metal buckle with darkened accents, showing artwork by Rick Morkel. It is in pretty decent condition, as shown in the photos it does have some wear and tear from age or use. It measures approximately 3-1/2" x 2-3/8", fits a 1-3/4" wide belt and weighs about 5 oz.
