Over each block, the elements represent the actions of National Civil Defense in avoiding or minimizing the effects of disasters over the community, like: mapping risk areas; prevention (pipelines, constructing wells, containing hillsides); monitoring and alert; and disaster response, with firefighting, medical aid, rescue and assisting victims. On the superior part of each stamp, we may see the logos of the UN World Conference on Disaster Risk Reduction 2015 Sendai Japan, and of UN, organizer of the event. UN World Conference on Disaster Risk Reduction 2015 Sendai JapanThe 3rd UN World Conference on Disaster Risk Reduction, to be held on March 14th to March 18th 2015, on Sendai, Japan, gives continuity to the 1st World Conference, held in the 1990’s, which provided the analysis and directing of strategic actions for a safer world, and to the 2nd Conference, in 2005, when it was signed the Hyogo Framework for Action (HFA) for the ten year period from 2005 to 2015. The HFA, as it was adopted by the member countries of United Nation, became a fundamental tool in the process of strengthening and integration of public authorities with the civilian society, contributing for an effective action in preventing and reducing disaster risk. On the 3rd World Conference, each country may present the challenges and the results achieved on the course of the ten year period of the adoption of the Hyogo Framework for Action, and, in addition, it will be signed another framework of global actions for the next fifteen years. This forum is an opportunity to share the challenges directed to the making of ideas, giving continuity to the actions of reduction of disaster risk. In Brazil, the risk and disaster management actions are organized in the form of a system, called “Sistema Nacional de Proteção e Defesa Civil – SINPDEC” (National Civil Defense and Protection System), composed by federal public administration entities, entities from the Brazilian States, The Federal District and the Cities, and also public and private entities of significant action in the area. The “Secretaria Nacional de Proteção e Defesa Civil – SEDEC” (National Civil Defense and Protection Secretariat), entity of the Ministry of National Integration, is the center of the System, responsible for coordinating the actions of civil defense and protection in the country. In a scenario of continental extension and different climate, meteorological and geological characteristics, Brazil presents itself with many regional particularities, which, in addition to inadequate use and occupation of the lands, raise the vulnerability of the people to natural events and related damage and impact of disasters. The “Política Nacional de Proteção e Defesa Civil” (National Civil Defense and Protection Policy), instituted by law nº 12.608 /2012, sets that risk and disaster management must be focused on prevention, mitigation, preparation, response and recovery, reinforcing the interaction with other sectorial policies, having as purpose to ensure promotion of sustainable development.
