KRAUSE When President Nixon announced his New Economic Policy on August 15, 1971, he had two international objectives in mind: (1) immediate correction of the overvaluation of the dollar in order to make U.S. products more compotitive in world markets, and (2) reform of the international monetary system to ease the burden on the United States and relieve the system's dependence on gold. In suspending the dollar's convertibility into gold, he acknowledged what had become clear to many in the preceding months — that the highly successful international monetary system designed at Bretton Woods in 1944 is today in serious trouble. The author of this analysis contends that the Bretton Woods system needs a major overhaul if it is to function effectively in the changed economic environment of the 1970s - without the periodic crises that have jarred the industrial countries in recent years. He describes the events leading to the President's action on August 15, explains what ails the Bretton Woods system, and suggests reforms that could enable it to avoid long-term liquidity, con-fidence, and payments problems. His proposals take full account of current realities, yet are broad enough to encompass the future possibilities for world trade. Lawrence B.
